In line with the Cabinet directives, vide letter no. C-3/51(4)/2025/557 dated 25th May, 2025, the Ministry of Infrastructure and Transport would like to inform that, hereafter, private entities are allowed and encouraged to establish new Electric Vehicle (EV) charging stations conforming to the following Terms & Conditions;
1. Private Sector Participation
a. Private entities may establish EV charging stations at self-identified locations. Such establishments shall be subject to securing all necessary clearances, approvals, and licenses from the competent authorities.
b. Private entities shall be responsible for all works related to the planning, development, installation, and operation of EV charging stations.
2. Government Support
To facilitate this initiative, the Government will provide;
a. Monthly O&M fees of Nu. 26,955.26 per month per location. This fee is subject to service uptime and performance standards.
b. Electricity utility bill as per use for the EV charging machine only .
3. Free-of-Cost Service
Private entities receiving government support under Section 2 above shall not charge EV users any fees for charging services. All charging services must be provided free of cost to users.
The above arrangement and support will remain in effect until the end of 2029. Interested private entities wishing to avail themselves of government support must sign a Service Level Agreement (SLA) with the Department of Surface Transport (DoST), Ministry of Infrastructure and Transport, who reserves the right to monitor and inspect charging station facilities at any time, enforce all provisions of the Service Level Agreement, and take appropriate action in case of non-compliance.
