Handing-taking of Inland Waterways Transport (IWT) MoU between MoICE & MoIT

As per the Civil Service Reformation Act 2022 and the MoIT Re-organization Report 2022, the Department of Surface Transport is mandated to develop roads, railways, cable cars, and waterways, as well as engage in international and regional transport agreements.In line with this mandates, the Ministry of Industry, Commerce & Employment (MoICE)has formally handed over the MoU and SOP for Inland Waterways for Bhutan-Bangladesh Trade & Transit Cargoes to the Ministry of Infrastructure and Transport
(MoIT).As Bhutan moves towards higher trajectory growth with a vision of becoming a “High-Income GHN Economic Country by 2034”, relying solely on road and air transport is no longer a viable option for accelerated socio-economic growth. Expanding beyond road and air transport is essential for regional trade, market access, and global supply chain integration. To facilitate the efficient movement of bulk goods, Bhutan must explore alternative modes of transport such as railways, cable cars, and inland waterways, which offer more cost-effective and sustainable solutions.While MoICE has made significant progress in advancing IWT activities for trade, the handover to MoIT ensures that all transport-related initiatives align with our mandate to enhance multimodal transport and strengthen regional connectivity, supporting Bhutan’s trade and sustainable transport system. However, MoICE will continue to play a key role as a stakeholder in Inland Waterways, providing support as needed.
