The Ministry of Infrastructure and Transport is pleased to announce the official roll-out of the Web-Based Construction Manager Software (CMS), effective pt July 2025.
The Ministry has undertaken extensive efforts to develop this web-based system with the objective of enhancing efficiency, transparency, and accountability in public service delivery within Bhutan’s construction sector. The CMS has been designed to streamline critical processes such as project planning, contract administration, monitoring, billing and reporting. This initiative aims to significantly improve service delivery while ensuring greater transparency and accountability across all stages of construction project management.
Following its successful development and comprehensive training sessions conducted for engineers across Line Agencies and Dzongkhags, the CMS is now ready for nationwide implementation. In this regard, the Ministry calls upon all Government Agencies, State-Owned Enterprises, and Private Construction Companies to adopt and maximize the use of the CMS starting from the new Financial Year.
Additionally, the Ministry strongly discourages the continued use of the conventional method of maintaining hardcopy Measurement Books (MBs) with effect from the new Financial Year. Transitioning to the CMS will not only ensure more secure and accessible documentation but will also allow engineering professionals to devote more time to quality control and site monitoring, thereby enhancing overall project outcomes.
